Germany raids homes of 67 suspected of exchanging child porn

BERLIN (AP) -- German authorities say they have searched the homes of 67 people suspected of using an internet platform to exchange child pornography.

The Federal Criminal Police Office said Thursday that the raids were carried out across Germany between July 5 and Wednesday. Computers and other evidence were seized but there was no word of any arrests.

The suspects, aged between 18 and 80, are believed to have illegally used the Chatstep platform to share pictures and videos of children being sexually abused. The police office said they were identified with the help of "very good cooperation" with the U.S.-based operators of Chatstep.

Ex-military contractor gets life in prison in sex case
July 21, 2017

MIAMI (AP) -- A former U.S. military contractor already serving prison time for stealing secrets has been sentenced to life behind bars for abusing underage girls in Honduras.

Court records show a Miami federal judge sentenced 37-year-old Christopher Glenn on Friday. He was convicted by a jury earlier this year of sex crimes involving girls between ages 13 and 16 while stationed at a U.S. base in Honduras. Glenn was already serving a 10-year prison sentence after pleading guilty to stealing military secrets. That investigation turned up evidence in the sex abuse case.

News outlets reported that prosecutors said Glenn recruited teenage Honduran girls with enticements of money, shelter and food, then exploited them for sex. Glenn was a U.S. computer contractor for Harris Corp. at the Soto Cano Air Base, Honduras.

Cambodian PM to expel NGO over TV program on sex workers

PHNOM PENH, Cambodia (AP) -- Cambodia's prime minister has ordered the ouster of an American-led Christian organization that seeks to rescue and rehabilitate women working in the sex trade, saying its comments in a TV report last week demeaned the country.

The report by CNN showed the head of the Agape International Mission, Don Brewster of Lincoln, California, describing child prostitution in the Svay Pak suburb of Phnom Penh. The report was a follow-up to a 2013 story on the same subject.

Prime Minister Hun Sen, speaking Tuesday at a graduation ceremony, singled out the program's reporting that Cambodian mothers sold their daughters into prostitution as particularly insulting, although the 2013 story by CNN had previously reported that. The new report also showed Brewster declaring that Svay Pak's child prostitution problem had improved.

Cambodia rescinds expulsion of US charity workers

PHNOM PENH, Cambodia (AP) -- Cambodia's prime minister said Tuesday he has rescinded his decision to expel an American-led Christian organization that seeks to rescue and rehabilitate women working in the sex trade, accepting its apology and explanation that it did not intend to demean Cambodians.

Prime Minister Hun Sen said the Roseville, California-based group, Agape International Missions, would be allowed to continue its normal operations and that he hoped the group had learned a lesson from the controversy.

Hun Sen ordered the group expelled three weeks ago after its personnel appeared in a CNN report about child prostitution in Cambodia. Hun Sen took offense that the report said Cambodian mothers sold their daughters into prostitution. He and other officials said the report should have noted that the women profiled were ethnic Vietnamese, rather than Cambodia's mainstream ethnic Khmer. Many Cambodians share a long-established prejudice against Vietnam, a much larger neighboring country that has traditionally been suspected of coveting Cambodian territory and resources. "This nation is not for insulting," Hun Sen said Tuesday at a forum for conservationists.

Agape International Missions, founded by Don Brewster and his wife Bridget, opened its first center for former child sex workers in 2006, according to the group's website. Brewster of Lincoln, California, described child prostitution in the Svay Pak suburb of Phnom Penh in the CNN story, which was a follow-up to a 2013 report on the same subject. The website says the group, also known as AIM, "has been granted unique permission by the Cambodian government to conduct investigations, perform raids, make arrests and rescue victims of sex trafficking alongside local government officials within the country of Cambodia."

On Monday, Brewster on behalf of AIM held a news conference at which he expressed his "heartfelt apology" for any offense the CNN report had caused and specifically for its identifying the women profiled as Cambodian. "Recently, myself and the NGO I led, Agape International Mission, were mistakenly accused of working with CNN to defame the integrity of Cambodian mothers and of not having programs to help the people of Cambodia. Both of these accusations are false," he said. "CNN identified the three girls as Cambodian when in fact they are ethnically Vietnamese. This misidentification was made even though I told CNN the girls were Vietnamese," he said in a statement.

CNN declined to comment on Tuesday's development. In a statement published by The Cambodia Daily after Hun Sen's original criticism of the program, CNN said it stood by its story, noting that its point was that progress had been made in combating child sex trafficking since its previous story.

Hun Sen originally lashed out at both AIM and CNN when he first denounced the broadcast, but on Tuesday pinned the blame on CNN. His original criticism of AIM had been harsh. Hun Sen said he "could not accept" the assertion that Cambodian mothers sold their daughters into prostitution. "My country is poor but you can't insult my people," he said. "This insult cannot be tolerated. No matter what it costs us, this organization has to leave Cambodia."

UK police slammed for missing rock star's sex abuse at first

LONDON (AP) -- Detectives missed chances to stop pedophile rock star Ian Watkins in the years before he was charged with child sex abuse, Britain's police watchdog said Friday.

Watkins, lead singer of the Welsh band Lostprophets, was sentenced in 2013 to 29 years in prison for crimes against children as young as 1. In a highly critical report, the Independent Police Complaints Commission said that South Wales Police made mistakes and in some cases failed to "carry out even rudimentary investigation" into reports about Watkins' behavior by an ex-girlfriend and other witnesses between 2008 and 2012.

Ex-girlfriend Joanne Mjadzelics told police in 2009 that she had a cellphone message from Watkins about his desire to sexually abuse children. The watchdog said police considered her report "malicious" and didn't examine the phone. Watkins, now 40, was eventually arrested for drug offenses in 2012, and police found evidence of abuse on his computers. Lostprophets - which formed in 1997 and had a chart-topping album in 2006 with "Liberation Transmission" - disbanded after Watkins' arrest.

Cambodian court imprisons Korean in sexual abuse of children

PHNOM PENH, Cambodia (AP) -- A Cambodian court has found a 63-year-old Korean man guilty of child sex offenses and sentenced him to 14 years in prison.

A spokesman for the Siem Reap provincial court said Park Youl was found guilty on Thursday of child prostitution and sexual intercourse with girls under 15 years of age. Cambodian newspapers, citing anti-human trafficking police, said at the time of Park's arrest last October that he was a pastor of a Christian church in Siem Reap in northwestern Cambodia.

The court spokesman, Yim Srang, said Park was also ordered to pay a total of $70,000 in compensation to seven of the nine known victims, and would be deported after serving his prison term. Two other victims did not request compensation. Cambodia has a reputation as a haven for foreign pedophiles largely because of lax and corrupt law enforcement.

Action Pour Les Enfants, a Cambodian group that combats child sex abuse and exploitation, said the victims ranged in age from 12 to 17. It said an investigation that took almost two years was initiated after it received a tipoff about Park. "We congratulate and commend Cambodian authorities on the result of this case," the group said in a statement. "The conviction in itself means more than justice for the affected girls. It also provides a long-term deterrent effect in preventing future crimes."

Marine colonel found guilty of sexually abusing child
September 11, 2017

CAMP LEJEUNE, N.C. (AP) -- A decorated Marine colonel based in North Carolina has been found guilty of sexually abusing a child.

Local media outlets report 56-year-old Daniel Wilson of Mason, Washington, was found guilty of sexual abuse of a child, six counts of conduct unbecoming of an officer and gentleman and absence without leave on Saturday. He was sentenced Sunday at Camp Lejeune to 5 ½ years of confinement and was dismissed from service. He was found not guilty of several additional charges, including the rape of a child and sexual assault.

The government said the charges stemmed from incidents in Australia, Camp Lejeune and Beaufort, South Carolina, in 2016. Wilson had pleaded not guilty to all charges. Wilson served in the Marine Corps for more than 30 years and completed 11 deployments.

Child sex offenders to be named as such in US passports

WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.

The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."

The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.

The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. Government agencies notified Congress on Wednesday the passport requirement of the law had taken effect.

The State Department, which issues U.S. passports, said it will start notifying those affected as soon as it receives their names from U.S. Immigration and Customs Enforcement at the Department of Homeland Security. That agency is charged with identifying child sex offenders and is the sole agency that can add or remove someone from the list.

Affected passport holders will be able to travel abroad on their current passports until the revocations are formalized, the department said, and it wasn't immediately clear when immigration and homeland security officials would provide that list. A spokesman for U.S. Immigration and Customs Enforcement said the agency was "exercising additional vetting procedures" to produce those names and that it is a "priority," but could not say when they would be sent to the State Department. Critics say the passport requirement will limit the ability of those affected to lawfully travel abroad.

The State Department said the language in the passports "will not prevent covered sex offenders from departing the United States, nor will it affect the validity of their passports." However, it also noted that American citizens, like those of other nations, are subject to the entry laws, rules and requirements of countries they wish to visit. Many countries prohibit or place strict restrictions on the travel of convicted felons.

State Department officials said they weren't aware of any other group of felons who'll be identified as offenders in their passports.

Philly-area township board member quits amid child porn case
November 8, 2017

WAYNE, Pa. (AP) -- Prosecutors say additional "suspicious or concerning" images have been discovered on an iPad used by a former top official in a Philadelphia suburb who is already facing a child pornography charge.

The Philadelphia Inquirer reports Philip Ahr turned in the iPad issued by Radnor Township when he formally stepped down from the township's board of commissioners Monday. He left his post as board president last month. A spokeswoman for the Delaware County District Attorney's office tells the newspaper that a forensic review of the device is planned. The Inquirer reports it's not clear if the images could result in more charges for Ahr.

The 67-year-old surrendered to police earlier this month after authorities say he received and distributed graphic images of young children being sexually abused by adults. A message has been left with Ahr's attorney seeking comment.

German swim teacher arrested over suspected child sex abuse

BERLIN (AP) -- A swimming instructor in southwestern Germany has been arrested on suspicion of sexually abusing several children, and prosecutors said Friday they fear there may be many more cases.

The 33-year-old man was arrested in late September after several 5-year-old girls' parents filed complaints, prosecutors in Baden-Baden said. Investigators searched his apartment and found videos of the alleged abuse made by the man. He was arrested over six suspected cases this year and last. Prosecutors said in a statement that, since he taught hundreds of children at swimming schools in local towns over recent years, they also are checking "whether and if so to what extent he also sexually abused these children." Police have written to those children's parents.

Michael Klose, a spokesman for prosecutors, said experience shows that "people who have pedophile inclinations often don't leave it at an individual case," leading investigators to examine whether there were more cases. By the beginning of this week, several parents had responded, he said, but it's unclear how many additional cases there might be. Prosecutors say the investigation will likely take several months.
