Serial killer probe shines spotlight on prostitution laws

IPSWICH, England -- England's serial killer manhunt has opened a pandora's box of criticism by sex workers, who claim police ignore attacks on them, and harass them because their activities are illegal.

A hardcore of prostitutes remains on the streets of Ipswich despite the death of five women, all believed to be sex workers from the town, triggering a major hunt for the perpetrator.

But escort girls say police often do not take violence against them seriously, despite incidents including a woman being held captive and subjected to a hammer attack by a kerb-crawler in August.

One said that too often, officers "don't give a damn" -- adding that it was possible that the killer terrorising the town may already have been reported by escort girls for a previous attack.

In addition sex workers have also hit out at the use of anti-social behaviour orders (ASBOs), which impose conditions like curfews and have been handed to a string of Ipswich prostitutes.

Lindsey, a 20-year-old working girl touting for business on the streets Wednesday night, said that they "don't help" tackle the core problems faced by prostitutes.

"What's the point of ASBOs, right? The girls do what they have to do. They do it because of a particular reason -- obviously they've got a habit on drugs, they've got a habit of prostitution, they can't handle what they do," she said.

Women would feel much safer if there were a "safe zone" in Ipswich, where they could operate together, she added.

Two years ago, prostitutes in Ipswich took part in a study calling for safe zones to be introduced, the Guardian reported.

But it was not acted on and women were instead dispersed by police so they could not work in groups, putting them at greater risk, it added.

Ministers in Britain looked at introducing safe zones two years ago but decided that they were "not workable", a Home Office spokesman said.

In January this year, they proposed allowing three women to work together in "mini-brothels".

But no further action has yet been taken on this, amid objections from some who fear the impact on residential neighbourhoods, and the Home Office is "still consulting" on it.

Currently, prostitution is not illegal, but associated activities such as kerb-crawling and soliciting are.

Criminologist Carol Hedderman, of Leicester University believes a male serial killer is on the loose, targeting prostitutes because they went off with strangers easily.

Because of British law, the women "get in the car more easily" because of fears they could otherwise be picked up police, she added.

A timeline of events in the town of Ipswich, eastern England, where police arrested a 37-year-old on suspicion of murdering five prostitutes.

- Nov 7: Detectives say they are "extremely concerned" over the disappearance of 19-year-old Tania Nicol, who vanished after leaving her home on October 30.

- Nov 15: Prostitute Gemma Adams, 25, vanishes from the red light district of Ipswich. Last confirmed sighting was near a BMW garage in the early hours.

British police quiz pair over prostitute murders

IPSWICH, England -- British police grilled two men over the murder of five prostitutes in an English town gripped by fears of a serial killer and conducted forensic searches of their houses.

Detectives arrested a second man, identified by the British media as Steve Wright, Tuesday on suspicion of killing all five sex workers, whose bodies were dumped naked in the countryside around Ipswich, eastern England, in a case which has dominated the news in Britain.

The 48-year-old man, who has not been identified by police, was arrested in a pre-dawn raid on the edge of the red light district of Ipswich, less than 24 hours after a first suspect, a local supermarket worker, was arrested in a nearby village.

"He has been arrested on suspicion of murdering all five women," said Suffolk Police Detective Chief Superintendent Stewart Gull of the new suspect, who lives in a run-down street near the centre of town.

"The man is currently in custody at a police station in Suffolk where he will be questioned about the deaths later today," Gull said.

The residential London Road where the man lived was cordoned off while forensics experts in full-length white body suits could be seen coming and going from number 79 and searching the grass. Work carried on beyond sunset.

A large white tent and scaffolding was erected at the red-doored house, and a dark blue family car was taken away.

Witnesses said the suspect was led away in his night clothes by police.

Citing sources, Sky News television said the second suspect lived on his own in a bedsit, a rented room with cooking facilities.

Lou, a heroin addict prostitute who has continued to work the Ipswich streets despite the murders, said the man arrested Tuesday was a client.

"He just struck me as a normal guy," she was quoted as saying in London's Evening Standard newspaper.

"He never gave me anything to worry about. I met him about eight months ago. We never really spoke that much. He would just pick me up and take me back to number 79 and we did the business. I would say he's quiet and confident within himself. He was not shy or nervous. He was nice. He never hurt me. I don't know if he knew the other girls. I only went into one of the bedrooms."

The murder victims were Ipswich prostitutes Gemma Adams, 25, Tania Nicol, 19, 24-year-olds Anneli Alderton and Paula Clennell, and 29-year-old Annette Nicholls. Alderton was strangled and Clennell died of compression to the neck.

The five corpses were found within 10 days of each other earlier this month.

Gull confirmed that the 37-year-old first suspect, arrested at his home in the nearby quiet village of Trimley on Monday, remained in custody.

Police have refused to identify him, but national media reports name him as local supermarket worker Tom Stephens.

Detectives must either charge him or release him, subject to court approval.

At the weekend, Stephens gave a newspaper interview in which he insisted he was innocent but said he knew all five of the women and was unable to explain where he was at the times of the killings.

According to The Guardian newspaper, Stephens was interviewed by police four days after the first of the five women disappeared in October, and his home was searched late last month.

In the Sunday Mirror, Stephens -- who one police source said was also believed to have worked as a part-time cab driver -- described himself as "sad and lonely," and admitted he was "a friend of all the girls."

"I would have complete opportunity, the girls would have trusted me so much," he said.

"If I had blindfolded them and taken them to the edge of a cliff and said take two steps but take three steps and you'll go over, they would have taken the two steps."

Sky News also reported that Stephens had previously been a special constable, a type of police officer.

Stephens had created his own profile on the My-Space website, where he gave himself the nickname "The Bishop" and described his interests as "keeping fit," and "most types of days/nights out."

Neighbours of the suspect described him as "tall, thin and strange."

"He was a bit of a weirdo," said Lesley-Anne Barber, 50, whose garden backs onto his in the quiet village of Trimley.

"He didn't seem the sort of person that would want to have anything to do with anyone," she said, adding that soon after he moved in three months ago, he put up a shed in his back garden.

"If he went to the back to the dustbins he would not acknowledge that we were there," she said.

The murders sparked fears of a serial killer. None of the corpses showed signs of having been subjected to significant trauma or serious sexual assault before dying.

The case has triggered comparisons with the "Yorkshire Ripper" Peter Sutcliffe, convicted of the murders of 13 women between 1975 and 1980, and Jack the Ripper, who killed five east London prostitutes in 1888.

Almost 500 officers are working on what has become one of Britain's biggest-ever manhunts, with 350 drafted in from 31 police forces around the country, including Northern Ireland, to help Suffolk Police.

Detectives hunting the Ipswich Ripper believe he is hooked on bondage and extremely violent sex acts.

The maniac may have been well known to the five murdered prostitutes -- having paid each large sums in the past to satisfy his perverted S&M obsession. Murder squad officers are questioning a handful of men but are especially anxious to speak to a Scotsman in his 50s who drives a large black car and may live locally. They have been told he paid Ripper victim Paula Clennell up to £350 a time to beat her with a cane -- and once left her badly injured.

A source said: "This man is believed to have a fetish for violent kinky sex. Some witnesses claimed he attacked 24-year-old Paula so violently on one occasion she was unable to work for several days. It could be pure coincidence but at this stage detectives are ruling nothing out."

One theory police are working on is that part of the killer's savage S&M routine involves choking the girls to give himself a sexual thrill.

The source added: "Bondage and fetishes has become a key line of questioning. Obviously, whoever did this probably did not have conventional sexual tastes. Detectives are speaking to several people of interest. Most of these men will be ruled out of the inquiry but officers hope the killer could be among them."

Each man will be questioned four or five times by officers trained to cross-check information to highlight weak points in alibis.

Those being interviewed include local underworld figures and known sex offenders as well as regular clients of the girls.

The list includes vice boss Danny Burrows, who owns a massage parlour and knew each of the dead girls.

An American named Gary, who drives vice girls around and is known to them as Uncle, has also been questioned. So has supermarket worker Tom Stephens, 37, who knew all the girls and is unable to provide an alibi for the nights they vanished.

Police also plan to interview property developer Andrew Purdy, 44. He is well known in Ipswich's red light district and says he is on a mission to get the girls off the streets - and off drugs.

Mr Purdy told one newspaper he befriended all the victims, adding: "All five were lovely girls. Two of them wanted to come off drugs, they both asked me to help them. All I do is pull up my car and chat to the girls."

Each of the men being questioned has denied any connection to the murders.

The police interviews are being recorded to allow experts to study the body language.

The witnesses are allowed regular breaks but can be held for up to 10 hours.

The interviews are carried out in comfort and are relatively informal. The source said: "It's important at this stage that the men being interrogated are not made to feel threatened. But key areas are revisited again and again to check for inconsistencies."

Off-Duty NWA Worker Charged With Assault On Flight

MINNEAPOLIS -- An off-duty Northwest Airlines employee was arrested after a woman on a flight from Seattle complained that the man had ejaculated on her.

The FBI identified the man as Samuel Oscar Gonzalez, 20, of Lakewood, Wash. He was charged in federal court with simple assault, a misdemeanor.

It happened on the redeye Monday morning from Seattle to Minneapolis. The woman was headed back to college.

Near the end of the flight, the FBI said Gonzalez sat next to the woman as she was trying to sleep. He touched her, which she described as spooning, lifted her shirt and then got up and left. Court documents said she felt a warm fluid on her back, clothes and seat after he walked away. She told the officers he had ejaculated on her.

The woman told the flight attendants about the incident. They moved her to another seat and called police from the air. The crew also moved the man to a seat near the front of the plane until the end of the flight.

Northwest Airlines Corp. said the flight crew asked that police meet the flight from Seattle when it arrived early Monday in Minneapolis, and that's where officers arrested Gonzalez.

The victim told her boyfriend she was told Gonzalez is a Northwest employee.

"I know she was really upset, just kind of confused about what's going on, what's happening," said the victim's boyfriend, Mark, who asked to be identified only by his first name.

Northwest said that Gonzalez was an equipment service worker, a category that includes baggage handlers, but said he was not working at the time.

They released a statement that said, "The NWA employee has been suspended pending a review of the incident. Northwest is cooperating fully with law enforcement authorities on this matter."

The FBI said Gonzalez was detained after his initial appearance in federal court on Monday. He could face up to six months in jail.

Missing girl's body 'put into kebab'

A schoolgirl was murdered by a fast food shop owner who joked that she had been "chopped up" and put into kebabs, a court was told yesterday.

Charlene Downes: Missing without a trace

The prosecution alleged at Preston Crown Court that Charlene Downes, 14, was killed by Iyad Albattikhi, 29, owner of a food shop in Blackpool, who had sex with her.

Charlene was one of a number of young girls who visited an alleyway in the town to have sex with older men who worked in the fast food shops, Tim Holroyde QC, prosecuting, told the jury. Charlene, from Blackpool, was "well and happy", the court heard, but had a "chaotic" home life. Expelled from school, she spent her time hanging around shops on the Blackpool Promenade. She was last seen on the evening of Saturday Nov 1 2003. After kissing her mother goodbye she left alone - and vanished, Mr Holroyde said.

A missing persons inquiry began but police later launched a murder investigation after receiving information that Charlene had been "killed and chopped up", the court heard. No trace of Charlene's body has ever been found.

Mr Holroyde told the jury that a witness had heard Albattikhi and others talking about her. "These people were talking about sex with white girls, and there was mention of having sex with Charlene," he said. "Albattikhi laughed and said she was very small - the plainest possible indication that he was lying to the police when he said he did not know her. He and others present then laughingly said that Charlene had gone into the kebabs."

Albattikhi, a Jordanian immigrant, is charged with murder. His business partner and landlord, Mohammed Reveshi, 50, is accused of helping dispose of the body. Both deny the charges and have told police they did not know Charlene. Albattikhi and Reveshi were joint owners of the food shop, the court heard, which Albattikhi ran. Charlene became a "familiar figure" hanging around the shops where she would sometimes get free food. Mr Holroyde said: "In addition she was one of a number of adolescent white girls who sometimes went at night to the alleyway behind the restaurants. She and others went there to meet much older men from the restaurants, and it seems perfectly clear that there was at times some sexual activity."

Albattikhi took advantage of one of those vulnerable girls - Charlene Downes, the jury was told. Mr Holroyde added: "It is the prosecution case that the background to the murder of Charlene Downes and the disposal of her body is some sexual activity between her and one or both of the defendants. "Sexual activity between these adult men and a 14-year-old girl would be a crime which could be expected to have serious consequences for them."

After Charlene's disappearance, both the accused were questioned and told police they did not know her, the court heard. In 2004, Albattikhi had a dispute with his brother, Tariq, who told a witness, David Cassidy, that he knew what had happened to Charlene — "she had been killed and chopped up and there had been a lot of blood", the court heard. Mr Cassidy was allegedly later offered a £20,000 interest-free loan from Reveshi.

Police searched the flats of both accused men but found nothing. Detectives then bugged the premises and Reveshi's car, and Mr Holroyde told the jury some of the recordings were "revealing".

The trial continues.

Police say she passed out cards that offered the teen girls for sex

A 16-year-old girl endured being sold into prostitution by her mother but finally went to Houston police after seeing her younger sister also forced to perform sex acts, investigators said Wednesday.

The teenager had complied with her mother — who even distributed business cards offering her daughters for sex — but feared that her 14-year-old sister would be hurt, officers said.

Nelsi Yolanda Latuda and her boyfriend, Pedro Espinoza-Escama, both of the 5500 block of Antoine, are charged with two counts each of compelling prostitution of a minor. They were ordered held in lieu of bail totaling $20,000 each.

Latuda, 35, is the girls' mother, but they are not related to Espinoza-Escama, who is 21, Harris County Assistant District Attorney Justin Wood said.

Houston police declined to comment about the investigation or identify the suspects but confirmed that a couple were arrested Sunday on unrelated charges and later questioned about the allegations regarding Latuda's daughters.

"They were interrogated, and they confessed to forcing the juveniles into prostitution," spokesman Victor Senties said.

Wood said the prostitution scheme went on for months and that Latuda and her boyfriend printed and passed out business cards near their northwest Houston home, offering the girls for sex.

The pair arranged meetings and delivered the girls, Wood said.

"I have never dealt with a case where biological children were being prostituted out by their own mother," he said.

Police said Latuda and her daughters are from Honduras and have lived in Houston for about two years. The girls are staying with relatives, Wood said.

Officials with Harris County Children's Protective Services would not confirm whether they are investigating the case.

On Wednesday evening, no one answered the door at the apartment complex where the family lives. Neighbors said they often saw the girls playing outside the apartment but didn't know them or their mother.

Children of the Night, a California-based advocacy group for abused teenagers, estimates that 300,000 juveniles are working as prostitutes in the United States. The ages typically range from 11 to 17, the group reports.

Espinoza-Escama is scheduled to appear in court today. Latuda is due for a court hearing Friday.

Latuda pleaded guilty in 2006 to possession of less than 1 gram of a controlled substance and was sentenced to 10 days in jail.

7 sex offenders who use MySpace arrested

HOUSTON — Seven convicted sex offenders with profiles on MySpace.com have been arrested in what Texas officials said was the country's first large-scale crackdown of registered offenders who use the social networking website.

The men were arrested in Houston, Austin, Round Rock, and Glenn Heights during a two-week operation by the Texas Attorney General's Cyber Crimes and Fugitive units.

They were picked up after MySpace.com released the names of offenders with online profiles to the state Attorney General's Office, which had issued a subpoena for the site's subscriber information.

"Texans will not tolerate criminals who prey on our children," Attorney General Greg Abbott said in a statement.

After it was criticized for failing to protect underage subscribers, the site supplied names to attorneys general in other states, and began checking subscribers' criminal histories through Sentinel Safe, a database of registered sex offenders.

In Houston, officials arrested Patrick Joseph Blevins, 49; Reginald Lee Collins, 27; Ronald Daven Metoyer, 41; and Robert Shepard Walter, 23. Walter was also charged last month with failing to register as a sex offender.

Each was ordered held without bond in the Harris County jail. Motions were also filed to revoke the parole of Blevins, Collins and Metoyer. A Harris County jail official would not release information on the men's attorneys late Thursday.

Scott Peter Hansen, 44, was arrested in Glenn Heights, a Dallas suburb. Information on his incarceration or attorney were not immediately available late Thursday.

Jason Labronte Carr, 31, was taken into custody in Austin. A Travis County jail official said Thursday night she did not have access to information on Carr's attorney of record.

Jeremy Bryan Polak, 28, a parole violator accused of failing to register as a sex offender, was arrested in Round Rock, an Austin suburb. A Williamson County jail official said his records did not include Polak's attorney of record.

A message left with MySpace.com's media department was not immediately returned Thursday night.

Israeli president resigns over sex offences

JERUSALEM, June 29, 2007 (AFP) - Israel's disgraced president Moshe Katsav resigned on Friday after signing a controversial plea bargain that will see him convicted of sexual offences but escape jail for initial rape charges.

The father of five, who suspended himself from duty in January over the worst scandal to befall an Israeli leader, sent a letter of resignation by courier to parliament speaker Dalia Itzik, a senior aide to Katsav told AFP.

His resignation will take effect in 48 hours, when Itzik will be named interim president and the state prosecution will indict Katsav.

The Iranian-born president was forced out of his seven-year term in office some two weeks before Nobel peace laureate Shimon Peres is officially sworn in as his successor, having been elected Israel's ninth president this month.

"I wish to end the term of my office two weeks in advance and therefore I announce my resignation," Katsav wrote in the letter to Itzik, according to parliamentary sources.

The 61-year-old and Israel's first head of state born in an Islamic country on Thursday signed the deal, admitting to a series of sex offences, including harassment and indecent acts, but dropping two rape charges.

The plea bargain sparked a wave of outrage and Katsav will himself appear in the Jerusalem district court on Sunday to admit guilt to the lesser charges.

One of the alleged rape victims, plaintiff "A", said she would lodge an appeal at the high court demanding judges overturn what her lawyer slammed an "amoral" deal "contrary to public interest".
Katsav agreed to a suspended prison sentence and a fine of 11,000 dollars but dodged a possible jail term and rape charges, which appeared in the initial charge sheet which the police handed to the state prosecution last January.

He will now become Israel's first head of state convicted of sex offences and the second president to be forced out of the largely ceremonial office and into disrepute owing to scandal.

The deal, which was agreed with Attorney General Menachem Mazuz, has been slammed as an outrage and an injustice by the prosecution, women's activists and the media.
"The disgraceful deal" shouted the front-page of the mass selling Yediot Aharonot daily.

Columnists, legal and political analysts and politicians also blasted Mazuz for dropping the multiple rape charges after declaring his intention earlier this year to indict the president for rape.

According to an opinion poll published in Yediot, 69 percent of Israelis said they opposed the deal and 73 percent believed justice had not been done in the Katsav affair.

Women's groups and victims of sex attacks are also reportedly planning to demonstrate against the plea bargain in Tel Aviv on Saturday evening.

Plantiff "A", who accused Katsav of raping her while she was his secretary in the late 1990s, held an hour-long news conference after the plea bargain was signed, revealing graphic details of the alleged rapes by her "monstrous" boss.

"Sex offenders have been given legitimisation to do anything they want, without being punished by the law," she said at the televised conference, her face obscured to shield her identity.
She accused Katsav of exposing her to "physical and moral terror," of threatening to destroy her life unless she submitted to his demands, forcing himself on her the first time they had sex in his office and flashing her.

"He was like Doctor Jekyll and Mr Hyde, he had a split personality, I saw his monstrous side," she said.

Katsav told the Maariv tabloid-style newspaper that he decided to accept the plea bargain because "I did not have the strength for a legal battle... so I confessed to hugging and kissing out of fondness."

His predecessor, the late Ezer Weizman, was forced to resign in 2000 after revelations that he received around 450,000 dollars from a French millionaire while a minister and an MP.

Sex attack victim 'fought back'

A convicted sex offender has been jailed for at least eight years after he was stabbed with his own knife by a woman he attacked in the Highlands.

John Mackay's victim suffered a number of serious injuries but fought back, stabbing her attacker several times.

Mackay, 29, of Torlundy, near Fort William, had earlier admitted serious assault with intent to rape.

He was made subject of a Lifelong Restriction Order - only the third person in Scotland to be given one.

This means he will be kept under supervision for the rest of his life if released. The order is reserved for the most serious violent and sexual offenders.

Ch Insp Ian Bryce, of Northern Constabulary, welcomed the sentence and commended the bravery of the victim following the "horrendous" attack.

The court heard how Mackay, who had previously been put on the sex offenders' register, attacked the 23-year-old Slovakian woman on the Old Lime Quarry Road at Torlundy, on 23 August last year.

Advocate depute Adrian Cottam earlier told the court that on the day of the attack she was walking to work when she became aware of Mackay coming out of bushes.

During the attack, Mackay put the victim in a headlock and placed a knife against her neck. He also held her by the throat, making it hard for her to breathe.

"The victim states that she felt she was either going to be raped or murdered or both and began fighting back," Mr Cottam said.

The woman, who is about 5ft 2ins, continued to struggle and managed to get hold of the knife.

But she dropped the weapon when she was hit in the face. Mackay then stabbed her in the neck.

She managed to get the knife back and stabbed her attacker up to five times in the legs before he kicked her in the face.

The victim received serious injuries, including a number of stab wounds, broken front teeth, a fractured skull and extensive bruising.

A police surgeon said her jugular vein and a main artery were just narrowly missed.

She later told paramedics: "I was fighting for my life."

At first, Mackay told police had been attacked by a man and woman with a knife, but then admitted the assault.

Defence counsel Graham Robertson said that Mackay's only explanation was "that something must have snapped in his head".

Lord Kinclaven told Mackay: "Clearly there is no alternative to a significant custodial sentence."

The court heard that Mackay was put on the sex offenders register in 1999 for five years and was given two years probation for offences, including shameless indecency.

Ch Insp Bryce said: "Was it not for the bravery of the victim, the consequences of this sexually motivated attack may have been worse."

Concerns raised over surgical castration

STRASBOURG (AFP) -- The Czech Republic"s use of chemical and surgical castrations for sex offenders has raised concerns in the Council of Europe"s antitorture committee after members visited prisons and psychiatric hospitals in Brno and Dobrany.

The committee"s report said that safeguards were lacking, and it questioned how informed and free the choice was for prisoners volunteering for castration. It said: "Free and informed consent is hardly reconcilable with a situation in which the options open . . . are extremely limited: surgical castration or possible indefinite confinement in a psychiatric hospital."

UK: Illegal gay porn seller busted

A Yorkshire man has been fined and ordered to 100 hours of community services after he was found guilty of illegally replicating gay porn DVDs and selling them on his website.

Harrogate magistrates heard that Dennis Capstick, 46, imported gay porn films from the US and sold copies for a profit of £3 each.

Capstick's practices had been monitored by the Medicines and Healthcare Products Regulatory Agency, who then reported him to the North Yorkshire Trading Standards Department.

Capstick was convicted with nine counts of offering unclassified videos for sale, and also for breaking rules that only per permit porn to be sold via licensed sex shops.

He made a reported £17,000 from sales in eight months before his home in Harrogate home was raided.

Court in US reviews case of teenager jailed for sex with minor

MIAMI, July 20, 2007 (AFP) — The top court in the US state of Georgia on Friday heard arguments in the case of a teenager jailed on a child molestation felony for having consensual oral sex with a
15-year-old girl when he was 17.

There was no indication after the hour-long hearing when the court would decide whether to order the release of Genarlow Wilson, whose case has drawn nationwide attention.

Wilson, who is now 21, was convicted of aggravated child molestation for having oral sex with a girl aged 15 when he was 17. He was given a mandatory 10-year sentence under now-amended legislation that was particularly harsh in punishing teenage oral sex — a practice that until 1998 was even illegal among adults in Georgia.

He has served more than two years behind bars.

A judge last month overturned the decision and ordered Wilson's release, but the state's attorney general appealed the decision, saying the judge overstepped his authority.

Legislation has changed since Wilson was convicted partly as a result of the case, and the offense is now punishable by a maximum of one-year in prison in cases where the victim is aged between 13 and 15 and the perpetrator is under 18 and no more than four years older than the victim.

But the new legislation is not retroactive.

Wilson's lawyers however argue that the old law was absurd and violated constitutional
guarantees of equal protection because the punishment for sexual contact was far more severe if oral sex was performed.

Wilson would have faced a maximum of one year behind bars if he had he been convicted of having sex with the girl without oral contact.

The new legislation, dubbed the Romeo and Juliet law, does not distinguish between the two acts.
"To make a 17-year-old serve any more than 12 months for receiving voluntary oral sex is unconscionable when an act of intercourse which could burden society with an unplanned teen pregnancy only merits misdemeanor treatment," the defense lawyers said in their petition to the
Georgia Supreme Court.

"The injustice is only magnified when this court looks at the cases which have come up over the years on appeal where adult sexual predators received far less sentences for abusing a young child," they said.

Wilson was convicted on the basis of an amateur videotape that showed him and other youths having sex with the girl and another aged 17 during a New Year's Eve party at a motel room.

The other teens were given more lenient sentences after agreeing to plea deals.

State Attorney General Thurbert Baker's defended his appeal of the earlier decision to release Wilson.

"I personally believe that the sentence is harsh, but personal beliefs are not argued before the court, only the law; nor can personal beliefs override my constitutional obligation to enforce the law," he said in a statement.

Baker had earlier warned freeing Wilson could lead to the release of another 1,300 child molesters held in Georgia prisons.

New York City Pol: Subways need policing against perverts

The Manhattan borough president wants more police in the subways to fend off perverts who attack straphangers.

Scott Stringer's office asked commuters how often someone sexually attacked or harassed them in the subway, and found frightening results. More than 60 percent of those who responded to the online study said they were sexually harassed and 10 percent said they'd been sexually assaulted.

"This whole notion of what happens underground stays underground is just not acceptable anymore," Stringer said. "Instead of fighting back, people have become afraid or believe that nothing can be done."

Rush hour was particularly perilous for harassment and attacks, according to Stringer's survey of more than 2,000 people. Almost all victims did not report the crime to police or Metropolitan Transportation Authority personnel.

Echoing some survey results, straphanger Whitney Forbes said she was once accosted by a man who began masturbating in front her during one rush hour.

"I was absolutely disgusted and moved to the back," said Forbes, 25, of the Upper East Side.

Beyond actual attacks, the survey showed most straphangers simply felt a threat of some kind of sexual incident.

Educating people to speak out, creating a phone hotline for attack victims and more detailed sex-crime reporting could curb underground harassment, Stringer said.

But officials with the NYPD and New York City Transit said they're already helping harassment victims. The police noted that they arrested 119 people for sexual abuse and lewdness this year.

Transit spokesman Paul Fleuranges said the agency already has brighter lights on new subway cars, but Stringer called for old cars to be retrofitted with better lighting. Transit also has already begun installing 1,031 digital security cameras in 61 stations, with more to come.

Stringer sent the results of his survey to the MTA and police. The survey was more anecdotal and less scientific, with respondents being people on his e-mail list and from women's advocacy groups.

He hopes to speak with the agencies to determine what can be done to help harassment victims.

"I think this goes to a public education campaign," Stringer said of what he'll do with the results. "This is not NYPD's fault, this is a culture that has been allowed to fester for generations."
