Sailor kills Marine after lie about rape

NORFOLK, Va. -- A sailor pleaded guilty Monday to abducting and killing a Marine corporal he thought had been involved in a gang rape. The rape turned out to be a lie, but the truth surfaced too late.

Petty Officer 3rd Class Cooper Jackson, 23, pleaded guilty Monday to premeditated murder, kidnapping, impersonating a Naval Criminal Investigative Service agent and obstruction of justice in connection with the death of Cpl. Justin L. Huff, 23.

In exchange for his guilty plea, prosecutors agreed to spare him a possible death sentence.

Federal agents had testified at his Article 32 hearing, the military equivalent of a grand jury investigation, that Jackson had been fooled into falling in love with a woman who called herself Samantha and made up a story about being raped by servicemen.

"Samantha" turned out to be Ashley Elrod, a 22-year-old hotel clerk on North Carolina's Outer Banks, who testified that she lied about being raped. She said she "might have" told Jackson that one of the Marines was named Huff or Huffman, and she said Jackson called her after Huff was killed. Elrod has not been charged.

During his court-martial, Jackson told the Navy judge how he posed as an NCIS agent and took Huff to North Carolina to get information about the purported rape. He said he then slit Huff's throat and buried the body to avoid being caught.

"I'd broken several laws and I had a missing Marine with me," Jackson said at his hearing Monday. "Quite frankly, I was scared of the consequences of what would happen, of being caught, more so than I was of the consequences of taking his life."

If the judge accepts the plea, Jackson could be sentenced to life in prison with or without the possibility of parole, said his lawyer, Don Marcari. The sentencing phase was to begin Tuesday.

Huff, 23, of Indianapolis, was reported missing Jan. 2 after he didn't show up for class at the Navy and Marine Corps Intelligence Training Center in Virginia Beach, where Jackson also was a student.

Agents said Jackson, of Boones Mill, confessed when they questioned him Jan. 12. The next day, he led agents to Huff's body in a wooded area in Currituck County, N.C., just south of the Virginia-North Carolina border.

UN turns spotlight on sexual abuse by peacekeepers

NEW YORK -- Outgoing UN chief Kofi Annan recommitted the world body to "zero tolerance" of sexual exploitation and abuse by a minority of UN peacekeepers when he opened a high-level conference on the festering issue earlier this month.

"Acts of sexual exploitation and abuse by both civilian and uniformed UN personnel continue," the outgoing secretary general told a gathering of more than 100 senior leaders from the world body, non-governmental organizations, UN member states, academics and victim advocates.

"There have been crimes such as rape, paedophilia and human trafficking. My message of zero tolerance has still not got through to those who need to hear it -- from managers on the ground, to all our other personnel," he said.

He however expressed his "tremendous pride in the admirable and upstanding behavior of the vast majority of UN peacekeepers serving around the world."

Annan, who is to step down at the end of the month to be succeeded by South Korea's former foreign minister Ban Ki-Moon, said a key problem was the climate that makes it difficult to report and expose such abuses.

"This is unacceptable. We need to create an environment in which people feel able to report abuses without fear of retribution," he added.

The conference at a hotel near UN headquarters in New York came close on the heels of a BBC expose that found allegations of child prostitution and rape involving the UN peacekeeping missions in Haiti and Liberia.

In an interview with the BBC, UN Assistant Secretary General for peacekeeping operations Jane Holl Lute conceded that the abuse reported in Haiti "is going on ... and I don't challenge the facts as they were presented".

She insisted, however, that the United Nations was working to deal with cases of abuse by peacekeepers, telling the broadcaster that the UN had "accepted our responsibility for dealing comprehensively with this."

Participants at the one-day conference approved a statement in which they reaffirmed their determination to prevent future acts of sexual exploitation and abuse by UN and non-governmental organization (NGO) personnel.

They specifically committed themselves to implementing 10 key goals, including developing organization-specific strategies to deal with the problem, incorporating standards on induction materials and training courses for their personnel and preventing perpetrators of abuse from being "(re-) hired or (re-) deployed."

Other goals include taking appropriate action to "protect persons from retaliation" where allegations of sexual abuse are reported, investigate allegations "in a timely and professional manner" and providing "basic emergency assistance to complainants".

Earlier, UN spokesman Stephane Dujarric noted that 80 percent of the nearly 100,000 troops serving UN peacekeeping operations around the world could not be disciplined by the UN as they were answerable to troop-contributing countries.

"We are working very hard with troop-contributing countries to make sure people (abusers) who are sent back are disciplined," the spokesman then said.

Last August, the UN mission in the Democratic Republic of Congo (MONUC) faced new allegations of "sexual exploitation of minors" by its peacekeepers.

It cited allegations about the existence of a major prostitution ring involving minors, close to a large concentration of Congolese soldiers and UN troops in South Kivu in the northeast of the country.

MONUC's reputation had already been sullied two years earlier by revelations that peacekeepers were involved in the sexual abuse of 13-year-old girls in exchange for eggs, milk or cash sums as low as one dollar.

Soon afterwards, the UN adopted a "zero tolerance" policy regarding sexual misconduct by UN personnel, including a "non-fraternization" rule that bars its peacekeepers from having sex with locals.

Rwandan woman claims French troops gang-raped her during genocide

KIGALI -- A female survivor of Rwanda's 1994 genocide told a panel probing alleged French complicity in the massacres that French troops had gang-raped her and others multiple times.

Testifying before a government-appointed inquiry commission last week, she recounted in graphic detail the alleged abuse by French soldiers deployed to Rwanda during the genocide on a humanitarian mission.

Between emotional breakdowns, the woman, identified only as "witness three on day three" and speaking from behind a wooden screen, said she and other minority Tutsi women had been subjected to horrendous sexual violence.

She said she was one of many who had been taken by French troops, including a colonel, from a refugee camp near a French military base in the province of Gikongoro in southwest Rwanda.

"One would insert his penis in my mouth, another one would enter my private parts while a third one caressed my breasts," she said, adding that the rapes also involved anal intercourse. "They forced me to drink liquor and smoke."

"I left the French camp early morning together with other girls from my refugee camp who were being raped there too," she said.

Another protected female witness testified that she had been raped by a Rwandan employed by the French in the presence of a French soldier.

"I thought he would save me," the woman said.

The women's testimony followed that of the former mayor of Karama district, where French troops had one of their camps, who described the atmosphere there as "scandalous beyond imagination".

"I saw them bring into their rooms young Tutsi refugees who had run away from militias," the mayor said, adding that he had seen this "many times" as he had regularly worked in the camp as an interpreter for French military officials.

Rwanda accuses France of backing government soldiers and extremist Hutu militia responsible for the killings of about 800,0000 Tutsis and moderate Hutus during the genocide.

France backed the Hutu-led government of the late Rwandan president Juvenal Habyarimana, whose assassination triggered the genocide, against Tutsi rebels headed by now President Paul Kagame.

France denies any culpability in the genocide and says its troops instead helped save Tutsis by running the UN-endorsed "Turquoise" mission.

But seething anger over an alleged French role and allegations by a French judge against Kagame and current senior Rwandan officials in Habyarimana's death led Kigali last month to sever diplomatic relations with Paris.

The inquiry panel, which wrapped up initial public hearings in October, resumed open sessions last week in its bid to determine if there is enough evidence to file suit against France for damages at the world court.

In its first two sessions, the panel heard from ex-militia men who claimed French troops had transported them to Tutsis refugee hideouts so they could kill them.

Meanwhile, Belgian hotelier Michel Campion told the panel that he had seen French soldiers manning a roadblock on the outskirts of Kigali trying to force a young Tutsi boy out of his car merely because of his ethnicity.

"I had given this boy from the university a lift in my car when we came across the French soldiers close to river Nyabarongo," he said, adding that he had refused to leave without the boy.

"I was even more surprised because there were no Rwandan troops nearby to put pressure on them," Campion said of the French. "They only looked at his identity card and saw the word 'Tutsi'. They were acting exactly like government soldiers."

'Sex assault' by Cairo police turns up on Internet

CAIRO -- Human Rights Watch have urged Egyptian authorities to prosecute a group of police officers whose alleged sexual assault of a Cairo minibus driver was recorded in a cellphone video and has cropped up on the Internet.

In a statement, the US-based human rights group said Imad al-Kabir, from Bulaq al-Dakrur in the Giza district of the Egyptian capital, was detained for 36 hours last January after intervening in a dispute between police and a cousin.

Whilst inside the Bulaq police station, it said, Kabir was bound by his arms and legs, "severely whipped", then "raped ... with a stick while one (police officer) videotaped the episode with a mobile phone".

Kabir was released without charge, but Human Rights Watch quoted him as saying that in the weeks and months that followed, the video was circulated amongst other minibus drivers, eventually making its way onto the Internet in November.

"The government should send the message that it won't tolerate torture by police or any other officials," said Sarah Leah Whitson, Middle East director at Human Rights Watch.

"Prosecuting those responsible for the crimes shown in this video would be a good first step. But it shouldn't be the last -- the Egyptian government must change the culture that's made torture routine in Egyptian jails."

Fort Eustis drill sergeant faces charges of molesting trainees

HAMPTON, Virginia -- A drill sergeant at Fort Eustis is accused of forcing a male trainee to dress as Superman and submit to sexual acts, according to court documents.

Army Staff Sgt. Edmundo F. Estrada, 35, of Hampton, also faces charges of indecent assault, having an inappropriate relationship with a trainee, and cruelty and maltreatment of subordinates, Fort Eustis spokeswoman Karla Gonzalez said.

Estrada was arraigned in January and is scheduled to appear April 17 in a military court. He remains on active duty but is no longer a drill sergeant, Gonzalez said.

According to a search warrant affidavit filed in Hampton Circuit Court, officials began investigating Estrada in August after a soldier reported Estrada mistreated and sexually assaulted him.

The soldier told Estrada that he felt depressed after being relieved of his training status, and said Estrada suggested "a technique that he had used previously to help soldiers with their self-confidence and alleviate depression," the affidavit said.

The technique involved role-playing scenes from a pornographic movie, which depicted a Superman character weakened by Kryptonite as the subject of sexual torture.

"Estrada would verbally describe a sexual act of torture, relating to the pornographic movie, and (the victim) was to respond in a sexual manner by moaning," the affidavit said. The soldier also said he eventually was forced to "dress in a 'Superman' or similar outfit" while Estrada performed sexual acts on him.

The soldier reported he felt if he didn't obey the requests, "Estrada would negatively affect his reclassification efforts."

Soldiers from Estrada's previous unit reported Estrada told them to shed their shirts "so he could photograph their bodies in order to document physical development," the affidavit said. Others described being ordered to "dress up and pose in spandex and then told not to mention it to anyone."

Military investigates 'gang rape footage'

Allegations that a trainee paratrooper was gang raped by comrades in an attack filmed on a mobile phone are being investigated by military police.

The assault involved at least six men at the Catterick Garrison in North Yorkshire, according to a newspaper report.

One of the gang is said to have pinned down the unnamed victim as another attempted to rape him.

It is claimed the solider, one of 300 trainee paras at Catterick, was accused of being gay and, after the alleged assault, was curled up on a bed crying: "Help me".

The Ministry of Defence said the Royal Military Police had launched an investigation into the incident.

But privately officials suggested it had been exaggerated by "salacious reporting". They also claimed the incident was "consensual" and pointed out that the alleged victim had not filed a complaint.

The alleged attack occurred last month and came to light when a woman was shown the mobile phone images by her son, a soldier, and alerted military police.

A soldier said the late-night incident, which happened in a dormitory, was so loud it woke other servicemen in neighbouring rooms.

He told the Sun: "Those involved seemed to think it was hilarious, but most in the platoon who've seen the footage are sickened and appalled."

A Ministry of Defence spokesman said: "An alleged incident recorded on a mobile phone is being investigated by the Royal Military Police. We are not prepared to comment on the allegations."

The army is keen to restore its image after a series of damaging reports of bullying at Catterick and the death of four recruits at Deepcut barracks in Surrey.

Last year the government announced it would appoint a complaints commissioner to handle allegations of abuse in the armed forces and ensure they are properly dealt with by commanding officers.

Harry regiment soldiers 'bragged about rape'

Two soldiers from the same regiment as Prince Harry repeatedly raped a 17-year-old girl in a park before returning to their barracks where they bragged she had been "gagging for sex", a court heard today.

Troopers Adam Bray, 21, and David Wright, 25, deny raping the teenager, claiming it was consensual after meeting the soldiers on a Friday night out in London, Southwark Crown Court was told.

But the prosecution alleged the men ignored her complaints that they were hurting her and carried on regardless.

And the investigating doctor concluded the injuries the woman suffered were unlikely to have resulted from consensual sexual activity, the court heard.

The men, from the Household Cavalry Mounted Regiment, were arrested last September at a Blues and Royals Central London barracks.

Wright denies three counts of rape on September 30 2006, while Bray pleads not guilty to two similar charges and one of aiding and abetting such an offence.

Prosecutor Martin Hicks told the jury today the two men met the alleged victim and her sister in the Soho area of London. They had all been drinking, the court was told.

The sisters had visited a number of bars and were walking to Leicester Square with the intention of getting a bus home when they came across the two soldiers.

Mr Hicks told the court both women were intoxicated, and the alleged victim's sister had vomited in the toilet of the last bar they visited.

Both defendants had also been drinking in bars since 9pm on Friday.

In the early hours of Saturday the men approached the sisters, and Wright almost immediately pulled the alleged victim's hair back and kissed her.

They then produced a photo on a mobile phone of a mounted soldier and told the sisters they were soldiers and were to be deployed to Iraq, the court heard.

The alleged victim's sister left the group at Leicester Square, while the three walked on to Green Park.

Mr Hicks said the girl felt "confused and worried that she was on her own", and told the two men she wanted to call her parents but her mobile phone battery was dead.

They continued on to a park bench where both men repeatedly raped her, the jury was told.

Mr Hicks told the court the two men ignored her complaints that they were hurting her and carried on regardless.

Afterwards, while in shock, she dressed herself and left the park, Mr Hicks said. They followed her and she asked them for money to get home but they ignored her and left her there.

The girl stopped a male passer-by to ask him for a cigarette.

He noticed she had been crying and asked her if she was okay, to which she replied she was not and needed help getting home, the court heard.

The man hailed a black cab and accompanied her to her home where her mother later called police.

A medical examination found she had sustained "extensive vaginal and anal injuries", the court heard.

Mr Hicks said the investigating doctor concluded the injuries were unlikely to have resulted from consensual sexual activity.

Meanwhile, the defendants returned to their barracks at about 5am where they were allegedly observed laughing and bragging about the incident.

Mr Hicks said they claimed the girl was "gagging for sex" and said she asked them to return the following night with their friends.

Both men later told police the girl had consented to sex with both of them

The trial, expected to last about two weeks, was adjourned until tomorrow.

Sacked police officer jailed for sex assaults

A sacked police officer, convicted over a string of indecent acts involving girls as young as 14, was jailed today for more than two years.

Luke Andrew Tink's family broke down in tears after he was led away, with his mother shouting, "It's not right! He's told the truth and he's going to jail."

Judge Deborah Payne took more than an hour to outline how Tink, 24, had coerced five teenagers aged between 14 and 19 to kiss him while he sometimes exposed himself or while he touched them.

The judge described the seven charges, to which he pleaded guilty earlier this year, as a "course of conduct" between February 2001 and November 2003.

Two of the charges related to incidents in 2003, just seven months after Tink had graduated from the Goulburn police academy in NSW and while he was still a probationary constable.

The last offence, involving a 15-year-old girl, was committed within three months of Tink becoming a sworn constable in the NSW Police Force.

Four of the complainants were aged under 16 at the time of the offences.

Noting a most "unusual" delay in the progression of the case, Judge Payne said Tink had been dismissed from the police in April 2004.

The judge said "it must have been a frightening experience" for each of the girls with some knowing that he was a police officer.

The assaults and acts of indecency occurred variously late at night, on a dirt track, at a deserted beach car park, on a bush track and in a car at Corlette, Salamander Bay and Nelson Bay, all north of Newcastle.

Several of the girls were told not to tell anyone about his advances.

In April 2003, after one girl made a complaint which he denied, he was reprimanded by a senior police officer, the judge said.

"It is worth noting that he offended again" in November 2003 at a time when he was no longer a probationary constable and with a girl aged 15, who had been more than five years younger than him, the judge said.

Tink was sentenced to a total of two years and four months jail, which will be served in protection.

He will be eligible for parole after 16 months in January 2009.

Cop's Husband Charged in Child Porn Case

ATLANTA (AP) — Federal authorities allege that the husband of an Atlanta police officer took photos of himself having sex with several young girls, and say the police department had some of the pictures seven years ago but took no action.

''This is a very disturbing case, for many reasons,'' U.S. Attorney David Nahmias said Thursday.

Terrill Crane was in federal custody pending an initial appearance Friday before a magistrate judge. He faces up to 20 years in prison if convicted of producing child pornography. A spokesman for the U.S. attorney's office said he did not know who would be representing Terrill Crane at the hearing.

Prosecutors say Crane's wife, Sgt. Tanya Crane, destroyed potential evidence, but she has not been charged. She is on paid administrative leave from the police force, department spokeswoman Judy Pal said Friday. A phone listing for the couple in Georgia could not be located Friday.

Federal prosecutors said that a photo shop employee contacted the Atlanta Police Department in 2000 because he was concerned about the content of film developed for Terrill Crane, and that photos were provided to police over the next two years.

They were not turned over to the FBI until Oct. 16 of this year, the U.S. attorney's office said.

Atlanta Police Chief Richard Pennington, named to his post in 2002, said in a statement that he learned of the allegations in October and immediately notified the FBI.

''The alleged actions - and any purported failure to take action - will not be tolerated within the Atlanta Police Department,'' Pennington said.

Pal, the Atlanta police spokeswoman, said she does not know what happened to the photos between 2000 and 2007. She said the chief was alerted to the situation by other staff. She did not provide further details, citing an internal investigation.

According to a statement issued by prosecutors, photographs from 1999 to 2002 show Crane having sexual activity with at least 11 different girls, all of whom were minors at the time. The girls appeared to be between the ages of 12 and 15, federal prosecutors said.

Photographs recovered in a search of Crane's home last week allegedly depict his sexual activity with at least two other young girls, prosecutors said. Of the 13 girls in the two sets of pictures, four have been positively identified, and authorities are seeking the public's help in identifying the rest.

Prosecutors said Crane befriended young girls, took them to his home or pickup truck, and then gave them cash to engage in sexual conduct. Crane also offered the girls $50 to bring him other young girls, prosecutors said, adding that Crane sometimes took photos or directed photos to be taken of the sexual activity.

In 2003, Crane's wife allegedly learned from an unidentified person at Atlanta police headquarters that police had photos of her husband having sex with young girls. She then burned some explicit photos and negatives she found in her house, federal prosecutors said.

Airmen makes sex film of colleague

A disgraced airman at a Northumberland RAF base who made and distributed mobile phone footage of a colleague having sex with his girlfriend walked free from court yesterday.

Damien Carr, 21, of Camborne, Cornwall, had been talking to a fellow airman at RAF Boulmer near Alnwick, by an internet webcam when the colleague"s girlfriend arrived.

The airman did not turn off the webcam and had sex with his girlfriend, as Carr watched.
The defendant, who has since been dismissed from the RAF, filmed the pair and later distributed mobile phone footage to friends at the base.

Yet despite having previously been told he could face custody, Carr was spared jail by Alnwick magistrates. Compensation of £400 was ordered to be paid to the girlfriend.

Carr had pleaded guilty to a charge of making an offensive, indecent, obscene or menacing message or matter on a previous occasion and appeared for sentence.

Prosecutor Stuart Michie told the court how Carr and his colleague had been talking by webcam. The solicitor outlined how the colleague "had not appreciated" that he had left the webcam on and that it was still running when his girlfriend arrived.

The pair had intercourse and footage was sent by internet to the computer of Carr who recorded it on his machine.

The defendant transferred the footage to his mobile phone and in the period from June 13 to July 16 this year, sent it to various people.

Carr was arrested for what Mr Michie described as completely unacceptable behaviour.
The court was read a victim"s statement from the girl.

It said: "I felt shocked and panicky, disbelief as I never thought anyone did that.
"I completely stopped concentrating at work as I could not think of who had seen it."
In his own defence, Carr said: "I deeply regret my actions now, I realise it was so stupid thinking it would not affect the young lady but it did and I can only apologise."
Magistrates imposed a one-year community order, a year"s supervision order and told Carr to attend a Think First programme.

They also ordered him to pay costs of £43.

Border guard found guilty of accepting sex bribes

B.C. prostitute smuggled drugs into the U.S.

A former U.S. border guard has been convicted of accepting sexual bribes from a drug-smuggling Vancouver prostitute and giving her a free pass at the border.

Desmone Bastian, 33, was found guilty by a federal jury in U.S. District Court in Seattle on Thursday.

"We are pleased that the jury found Mr. Bastian guilty of the criminal conduct," said Jeffrey Sullivan, U.S. attorney for the Western District of Washington.

"The integrity of our borders is too important to be compromised by the taking of illegal bribes, be it money, sex or other items of value," he said.

Jurors deliberated for two days following the five-day trial.

They found Bastian not guilty of aiding and abetting the importation of marijuana, and were unable to reach a verdict on three other charges.

Bastian was arrested at the end of his shift in October 2006, after a seven-month investigation triggered by the arrest of Sandra Maas, a Vancouver prostitute who was caught smuggling 3,000 pills of OxyContin, an addictive opiate used as a street drug.

The investigation found Maas had made multiple border crossings over the previous two years, and had gone through Bastian's checkpoint lane at the Blaine, Wash., crossing without undergoing a secondary check or vehicle inspection at least six times while he was on duty.

In phone conversations taped by Canadian police, Maas is heard bragging to her drug supplier about her connection at the border.

Maas, who testified in court, admitted to smuggling pot, ecstasy and OxyContin, but Bastian is only charged in relation to a Feb. 25, 2005, shipment of 100 kilograms of pot.

Maas said her dealings with Bastian began in 2001, when he would visit her brothel in Vancouver, sometimes in uniform.

Bastian, an American, lives in Surrey with his Canadian wife and baby, and worked as a U.S. customs officer for eight years before his arrest.

Bastian remains free pending sentencing on April 7. He faces a maximum of 15 years in prison.

UK Police officer accused of sex acts in patrol car

A Hampshire policeman appeared in court today accused of sex acts with three women in his patrol car whilst on duty.

PC Gary Bayldon, 47, is charged with nine counts of misconduct in a public office between August 1998 and January 2007. The officer, from Newport, Isle of Wight, has served 16 years with Hampshire Police.

Bald-headed Bayldon appeared in the dock for the brief hearing at Kingston Crown Court. He had pleaded not guilty to all charges at a previous hearing.

The charges on the indictment allege he engaged in a sex act with one woman in his car after answering a call for assistance from her.

He is also accused of meeting her on one occasion at Alum Bay and having sex with her whilst on duty and twice engaging in sexual activities with her during late shifts.

He is further charged with asking another woman if she wanted an affair and while on duty engaging in a sex act with her in his police car.

He is alleged to have kissed a third woman during a trial at Newport Crown Court where she was a prosecution witness.

He is accused of telling a fourth woman that she was gorgeous, stroking her hand when she was in custody and trying to kiss her when taking her home.

He befriended a fifth woman and whilst on duty gave her money to buy lingerie to wear for him, took her to woods and asked her to perform a sex act on him and engaged in sexual activity in his police car, it is alleged.

The final charge relates to him propositioning the woman before arresting her after responding to a call for assistance.

Judge Charles Tilling fixed the trial for October 6 and released Bayldon on bail.

'Unforgivable rape' angers Japan

Okinawans have protested against previous attacks by US marines

Japan's prime minister has described the alleged rape of a 14-year-old girl by a US marine as "unforgivable".

Marine Tyrone Hadnott, 38, is being questioned in relation to the alleged assault on the island of Okinawa.

He denies raping the girl in his car on Sunday night, but police say he has admitted forcing her to kiss him.

Prime Minister Yasuo Fukuda condemned the alleged assault in parliament, complaining that this kind of grave incident had happened repeatedly.

In the past, assaults by US marines have fuelled local anger at the presence of many thousands of foreign soldiers on Japan's southernmost island.

Twelve years ago, the rape of a 12-year-old girl on Okinawa by three US servicemen led to street protests against the presence of the American military there.

Similarly, the most recent incident could damage the US-Japan military alliance.

Local condemnation

Mr Fukuda said his government would do what it could to try to prevent a repeat of such incidents in the future.

Sunday's alleged assault has also brought condemnation from Okinawa's governor and other local politicians.

The US state department said it was taking the allegations very seriously and pledged to work closely with the Japanese.

About 50,000 US troops are stationed in Japan, most of them on Okinawa.

Last year, 46 US military personnel were arrested in Okinawa in connection with criminal cases. That figure, though, represented a 50% drop compared to the number of arrests made on the island five years ago.

US air force colonel faces sex charges

WICHITA FALLS (TEXAS): Two women, civilian workers at Sheppard Air Force Base, testified at a military hearing that an air force colonel sexually assaulted them, and one said he raped her.

One woman testified that Col Samuel Lofton III forcibly kissed her and put her hand on his genitals and another time raped her, each time after everyone had gone home for the day.

She said after Lofton raped her, he asked whether he could keep her pantyhose as a souvenir.

"I said, 'What are you thinking? Monica Lewinsky?'" she testified, saying she then threw the hose at him.

The testimony came on the opening day of Lofton's Article 32 hearing, which is similar to civilian grand jury proceedings, to determine whether there is enough evidence to send the case to a court-martial. Lofton is charged with rape, being absent without leave, 20 counts of larceny etc.

Oklahoma sheriff charged with using inmates as sex slaves

ARAPAHO, Okla. (AP) — Authorities have charged a western Oklahoma sheriff with coercing and bribing female inmates so he could use them in a sex-slave operation run out of his jail.

Custer County Sheriff Mike Burgess resigned Wednesday just as state prosecutors filed 35 felony charges against him, including 14 counts of second-degree rape, seven counts of forcible oral sodomy and five counts of bribery by a public official.

Burgess, the top officer in the county of 26,000 since 1994, appeared in court Wednesday was released after posting $50,000 bail. "We are stunned," Undersheriff Kenneth Tidwell said Thursday.

Attorney Steve Huddleston said that he has not had a chance to review all the allegations against his client, but that "Mr. Burgess is anxious to go to court and clear his name."

Among other things, Burgess is accused of having sex with a female drug court participant who was in his custody. The crimes are to have occurred between October 2005 and April 2007.

A federal lawsuit filed in October claims Burgess told one drug court participant he would have her sent to prison if she didn't comply with his sexual demands. The lawsuit, filed by 12 former inmates, alleges the sheriff's employees had them engage in wet T-shirt contests and offered cigarettes to those who would flash their breasts.

One prisoner alleged she became a jail trusty with more freedom after agreeing to perform a sex act on Burgess, but lost that status when she later refused.

Burgess also faces two counts each of sexual battery, rape by instrumentation and subornation of perjury, and one count each of engaging in a pattern of criminal offenses, indecent exposure and kidnapping. He could be sentenced to 467 years in prison if convicted on all counts, special prosecutor James Boring said, though a lesser sentence would be more likely.

No one else from the sheriff's department appears to be implicated, Tidwell said. "The circumstances are certainly regretful," he said.
