NEW DELHI (AP) -- India has ordered Internet service providers to block access to more than 850 adult websites in what the government has described as a way to protect social decency.

N.N. Kaul, a spokesman for India's department of telecom, said Monday that the government was trying to control easy access to pornography following a directive from the country's top court. Kaul said that while Internet service providers in India will have to bar access, users may still view the sites through virtual private networks and proxy servers. He said the move would protect children.

The leaked government order, dated last Friday, orders Internet service providers to block access to the 857 sites on grounds of morality and decency. The Supreme Court said earlier in July that ordering a ban on adult websites was not its job but was an issue for the government. That followed an order from the court last year that suggested the government needed to monitor access to pornography.

Watching porn is legal in India, although distribution and sale of pornographic material is illegal.

Hindustan Times daily cited data from Pornhub, one of the world's largest porn content providers, saying Indians were among the most "prolific consumers" of internet porn, accounting for 40 per cent of its 14.2 billion visits. Indian filmmaker Ram Gopal Varma said that given that level of popularity, any government embraced a ban would lose the next election. "To ban porn, saying it will be seen by who shouldn't see it, is like saying to stop traffic because there will be accidents," he tweeted.

Many Indians are accusing the government of moral policing and infringing on personal freedoms. "Don't ban porn. Ban men ogling, leering, brushing past, groping, molesting, abusing, humiliating and raping women. Ban non-consent. Not sex," popular Indian author Chetan Bhagat said on Twitter. "Porn ban is anti-freedom, impractical, not enforceable. Politically not very smart too. avoidable. Let's not manage people's private lives," he added.

In the past India has tried to control social media sites like Facebook and Twitter and ask them to take down offensive material. It had briefly blocked several Twitter accounts in 2012 citing security and law and order fears. It also blocked access to a homegrown soft-porn website in 2009. Kaul said more websites may be added to the list of those to be blocked.

India lifts ban on porn sites after outcry

New Delhi (dpa) - India's government was lifting a ban on pornographic websites following public outcry over the move, officials said Wednesday.

The Communications and Information Technology Ministry directed internet service providers to restore access to those among 857 websites which were blocked over the weekend, but sites that featured child pornography would continue to be prohibited, a ministry official said. "The decision came after the minister, Ravi Shankar Prasad, held a meeting on Tuesday to review the decision. Only those websites among the 857 that feature or promote child porn will remain blocked," the official, who requested anonymity, said.

The government said it took the step after the Supreme Court last month expressed concern over the Home Ministry's failure to block websites featuring child pornography. But the court, which was hearing a petition on blocking pornographic websites, had refused to ban them, saying it did not want to interfere with the rights of adults to watch porn privately in their rooms.

After the government went ahead with the ban saying the idea was to "protect the cultural fabric of the country," Indians protested, accusing the Hindu nationalist government of moral policing and infringing on personal freedoms. "Don't ban porn. Ban men ogling, leering, brushing past, groping, molesting, abusing, humiliating and raping women. Ban non-consent. Not sex," author Chetan Bhagat wrote on Twitter earlier.

He welcomed the lifting of the ban. "Glad government had another look at porn ban order and ensured individual freedom was not compromised. A responsive government is always good," he wrote.

India has 350 million internet users, the second largest number after China. The number is expected to grow to 500 million by 2017, according to the Internet and Mobile Association of India.

China orders homemade sex videos removed from social media

BEIJING (AP) -- China's top anti-pornography office on Thursday announced its latest mission: a campaign to remove amateur sex videos from China's social media.

Long intolerant of obscenity online, Beijing authorities are now trying to keep China's cyberspace clean at a time when it has become easier for people to use mobile phone to make sex videos and use social media and cloud storage to share such content. In July, a sex video taken with a mobile phone inside a fitting room of the clothing retailer Uniqlo in Beijing spread quickly in China's social media. Police have detained four people on suspicion of spreading the obscene content.

On Wednesday, sexual scenes were somehow aired on a giant display screen at a shopping mall in the eastern city of Lishui, and clips of the footage spread online, prompting police to investigate who was spreading the content, according to media reports. Also on Wednesday, a homemade video clip of sexual acts in the southwestern city of Chengdu spread on China's Twitter-like Weibo, and police have detained one suspect on suspicion of spreading the video, local authorities said.

Citing these three incidents, the Office Against Pornography and Illegal Publications said it is demanding that government authorities at all levels throughout China take immediate action whenever such cases arise, and to "resolutely" punish those who upload and host the content. The office also called on the public to report such content through a hotline.

The office said such obscene videos are derailing social decency, disrupting online order and trampling on both moral standards and the law.

Five detained over China Uniqlo sex tape: report

Beijing (AFP) - Chinese police have detained five people including a young couple over a sex tape shot in a Beijing clothing store that went viral in China, media reports said Sunday.

Those detained include the couple suspected of shooting the video -- showing a mostly clothed man and a naked woman apparently having sex -- in the changing room of a Uniqlo store in the capital. The clip rapidly spread on China's Twitter-like Weibo and mobile messaging service WeChat, with scores of people taking selfies outside the outlet, some mimicking the poses seen in the footage.

Police held the couple on Wednesday night, just hours after the footage went viral, media said Sunday, citing an earlier report by state-run broadcaster Beijing Television. "Five people were taken away by police including the man and woman who played the main role," the channel said in a report broadcast late last week. "The police investigation has two main parts: who published this unsavoury video, and was it an example of hype by the business (Uniqlo)," it added.

China's online regulator the Cyberspace Administration of China (CAC) said late Wednesday that distributing the footage was "against socialist core values". The CAC ordered senior managers of Weibo's operator Sina and Tencent, owner of WeChat, to cooperate in an investigation, the agency said in a statement.

China's Communist Party oversees a vast censorship system -- dubbed the Great Firewall -- that aggressively blocks sites or snuffs out content and commentary that is pornographic, violent or deemed politically sensitive. Popular social networking sites such as Facebook and Twitter are inaccessible in the country, as is YouTube.

Britain to make porn sites check that users are at least 18

LONDON (AP) -- The British government says that starting next year pornography websites will have to verify that their users are at least 18.

The government says that from April 2018 websites will have to show they are blocking access by minors, possibly by making users supply credit-card details. A regulator will have the power to fine those that fail to comply. The National Society for the Prevention of Cruelty to Children says the move will protect young people from "deeply damaging" imagery.

But the Open Rights Group says the rule may let websites build up databases of users' personal information and porn habits. Executive director Jim Killick said Monday that the information "could be vulnerable to Ashley Madison-style hacks." In 2015, hackers stole details of millions of users of the infidelity website.
